GCC Achievement | Building the Data Intelligence Foundation for the AI Era: "Vector Database White Paper" Released!

On July 27, 2025, the "Intelligent Computing Technology Innovation and Industry Practice" forum hosted by the Global Computing Consortium's Intelligent Computing Industry Development Committee (GCC ICIDC) successfully concluded. Several significant achievements were released at the forum, including the "Heterogeneous Computing Power Collaboration White Paper" and the "Vector Database White Paper", injecting strong momentum into the development of the intelligent computing industry.


The "Vector Database White Paper" (hereinafter referred to as the "White Paper") was led by the Global Computing Consortium GCC Intelligent Computing Industry Development Committee, with the participation of Beijing Haoliang Data Technology Co., Ltd., Beijing Baolande Software Co., Ltd., Beijing Oriental Tong Technology Co., Ltd., Shenzhen Kingdee Tianyan Cloud Computing Co., Ltd., Phytium Information Technology Co., Ltd., Weaver Network Technology Co., Ltd., Sangfor Technologies Inc., and Muxi Thread Intelligent Technology (Beijing) Co., Ltd. (in no particular order).


As a guide for vector database selection, the White Paper aims to identify domestic bottlenecks, analyze technical essence, achieve security and controllability, and build an open ecosystem to attract industry partners to jointly promote the industrial implementation and technological innovation of vector databases.


Addressing the core challenges of vector databases, the White Paper focuses on their key role in high-dimensional data processing, similarity search, and AI applications. It combs through the current state of the industry, mainstream solutions, and a panoramic map of industry applications and in-depth practical cases, filling the gap in the relevant field and providing guidance for the technical implementation and large-scale application of vector databases in the AI field.


As a core component of artificial intelligence infrastructure, vector databases achieve the paradigm shift from "precise matching" to "semantic similarity" by mapping data into continuous high-dimensional vector spaces. The similarity between data no longer relying solely on string matching or numerical comparison, but is measured through the distance between vectors in space, thereby more accurately capturing semantic relationships between data.


Currently, AI is driving the upgrading of the intelligent computing industry. The intelligent processing of unstructured data (such as text and images) remains a key bottleneck. Vector databases are facing numerous challenges such as high computational costs for high-dimensional vectors and difficulties in compliant applications in important industry core scenarios, restricting the independent development process of China's AI industry.


Regarding application scenario technical challenges and solutions, the White Paper provides in-depth elaboration on scalability challenges and index optimization, similarity calculation and search, high-dimensional data processing, data security and privacy protection, platform compatibility, and other aspects, providing references for the technical implementation and development of vector databases.


In the future, the Global Computing Consortium will focus on leading the formulation of centralized vector database security standards to fill domestic gaps, launch industry-university-research joint laboratories to tackle hardware acceleration for billion-level vector retrieval, and fully open the "Vector Database Working Group" to jointly build China's AI intelligent foundation!


The "Vector Database White Paper" will be officially launched soon in the "Achievement Release" section of the Global Computing Consortium GCC official website.
