Global Computing Consortium Intelligent Computing Industry Development Group The First Plenary Meeting Was Successfully held


On Thursday, April 10, 2025, the first plenary meeting of the Intelligent Computing Industry Development Group (ICI-DG) under the Global Computing Consortium (GCC) was successfully held in Beijing, officially marking the establishment of the ICI-DG. The meeting represented not only an in-depth discussion on the future development of the intelligent computing industry but also an important step towards promoting the globalization of the intelligent computing ecosystem. Representatives from leading organizations such as China Telecom Corp. Ltd., Huawei Technologies Co., Ltd., the China Academy of Information and Communications Technology(CAICT), and the China Electronics Standardization Institute(CESI), as well as 31 other entities including the Beijing National Financial Technology Certification Center, iFLYTEK Co., Ltd., and Sichuan Huakun Zhenyu Intelligent Technology Co., Ltd., jointly witnessed this important moment.

 

Industry Expectations: Pooling Industrial Forces to Seek High-quality Development

Academician Gao Wen of the Chinese Academy of Engineering, Chairman of the GCC Strategic Advisory Committee, delivered an opening speech. He set the tone and direction for the meeting by outlining three strategic directions: coordinating technical standards, co-building an open-source and open ecosystem, and advancing the computing power network plan.


 

 

Mr. Shao Guanglu, Director of the Science and Technology Committee at China Telecom, also delivered a passionate speech. He stated that "artificial intelligence is not only the engine and multiplier of social and economic development but also its differentiator." Emphasizing the need for collaboration within the intelligent computing industry to achieve high-quality development, his remarks resonated strongly with all participants.

 

Mr. Chi Xuebin, Vice Chairman of the Global Computing Consortium and a researcher at the Computer Network Information Center of the Chinese Academy of Sciences, delivered a speech and read out the relevant resolutions on the establishment of the Intelligent Computing Industry Development Group at the fourth meeting of the first council of the Global Computing Consortium on the spot.

 

 

Voting and Election: Establishing a Management Team and Clarifying the Development Direction
The conference reviewed and approved the "Plan for the First Plenary Meeting of Members of the GCC Intelligent Computing Industry Development Group" and the "Working Regulations of the GCC Intelligent Computing Industry Development Group", laying a solid foundation for the standardized operation of the ICI-DG. Subsequently, the conference elected the first management committee and voted to elect the first secretary-general:

After the voting and election were successfully completed, Mr. Chi Xuebin, Vice Chairman of GCC, awarded the plaque to the ICI-DG. With this milestone, the ICI-DG officially sets sail, committing itself to pooling resources from industry, academia, research, and application in the future. It aims to lead the development direction of the intelligent computing industry, foster a thriving ecosystem for intelligent computing, and promote the implementation of intelligent computing technologies.

 

"The ICI-DG will adhere to the GCC's concept of 'openness, innovation, collaboration, and mutual benefit', increase investment in top-level design, strengthen the guidance of technological innovation, promote ecosystem development, and advance the exploration and practice of innovative application scenarios. and jointly with colleagues across the industry, we aim to write a new chapter in the intelligent computing sector." This statement was made by Mr. Dong Tao, the newly elected Chairman of the ICI-DG, who systematically expounding the subsequent work ideas of the committee and demonstrating a firm commitment and clear vision for future work.

 

Mr. Zhang Huahua, Vice Chairman of the ICI-DG, proposed that the ICI-DG is a platform for building technical and engineering standards for the intelligent computing industry and will subsequently promote the "construction of data engineering standards and the integration of AI large models into various industries".

 

Mr. Yang Lei, Vice Chairman of the ICI-DG, suggested that the ICI-DG should integrate the new business needs of member units by either adding new working groups or fully integrating with existing ones, thereby enhancing the influence of the ICI-DG.

Mr. Li Peiyuan, Secretary-General of the ICI-DG, introduced in detail the preliminary thoughts of the preparatory group on the establishment background, development goals, and work directions of the ICI-DG.

 

 

Project Approval and Decision-making: Focusing on Key Projects to Promote Industrial Practice and Implementation
The management committee also reviewed and approved the project approval reports of five working groups.

"Jointly promoting the development of the AI open-source ecosystem and building the most influential open-source community platform", Mr. Li Baolong from Tianyi Cloud Modelers' report on the "Project Approval of Open-Source Collaboration Work" at the meeting attracted widespread attention from the participants, and the new cooperation and development ideas also attracted the enthusiastic participation of member units. The management committee unanimously approved the establishment of the Open-Source Collaboration Working Group, key work plans, and related personnel appointments.

 

At the meeting, Mr. Li Shouping, Vice President of Huawei Ascend Business, emphasized the importance of the evolution of data formats in enhancing the training and inference efficiency of large models and accelerating the implementation of AI applications. His report, titled "Project Approval of Computing Data Format Work," highlighted these points. The management committee unanimously approved the establishment of the Computing Data Format Working Group, key work plans, related personnel appointments, and the project approval of the HiF8 floating-point data format standard.

 

"Breaking the ecological silos of heterogeneous computing power vendors, creating the 'joint force' among heterogeneous chips, achieving interconnection and efficient collaboration between heterogeneous computing powers, and continuously driving the coordinated development of the intelligent computing industry." Mr. Lu Gang from China Telecom Research Institute, in his report titled "Project Approval of Heterogeneous Computing Power Collaboration Work," highlighted the diversity and complexity of current computing power demands and proposed corresponding solutions. The management committee unanimously approved the establishment of the Heterogeneous Computing Power Collaboration Working Group, key work plans, and related personnel appointments.

 

In her report titled "Project Approval of Intelligent Computing Service Work," Ms. Wang Yue from the China Academy of Information and Communications Technology pointed out the significant gap among the construction, effective operation, and efficient utilization of intelligent computing centers. The Intelligent Computing Service Working Group is committed to "creating intelligent computing services with faster deployment, more stable operation, better performance, faster development, and faster migration". The management committee unanimously approved the establishment of the Intelligent Computing Service Working Group, key work plans, related personnel appointments, and the project approval of the maturity assessment of intelligent computing centers.

 

In her report titled "Project Approval of Vector Database Work," Ms. Tian Jiameng from Vastdata further outlined the future direction of data processing and key technical challenges, stating that:"In the era of information explosion, whoever can access the required information faster will gain a competitive advantage." The management committee unanimously approved the establishment of the Vector Database Working Group, key work plans, related personnel appointments, and the project approval of the vector database research report.

 

 

Discussion and Prospect: Solving Industrial Pain Points, Creating Industrial Value, and Promoting Industrial Prosperity and Development
At the beginning of the discussion, Mr. Yao Wentao from the Beijing FinTech Industry Alliance was invited to bring the presentation of "The Impact and Opportunities of Deepseek in the Financial Industry", which not only demonstrated the transformative impact brought by AI technology but also provided valuable experience and inspiration for other industries to explore AI applications.

 

Focusing on the key work directions of the ICI-DG, representatives of each member actively spoke and jointly offered suggestions for the development of the ICI-DG.

In the final summary session, Mr. Peng Peng, Secretary-General of the Global Computing Consortium, also expressed his expectations for the work of the ICI-DG. He suggested that by benchmarking against world-class industrial organizations, the ICI-DG should not only focus on technology and standards but also strive to ensure their practical implementation and ecosystem improvement. He emphasized that corresponding market share would serve as one of the key performance indicators in this endeavor.

 

The successful conclusion of this conference will undoubtedly have a profound impact on accelerating the research, development, and application of intelligent computing technology, as well as promoting industrial upgrading.
